In my previous post, I shared recorded conversations with three former professionals from Eni's Brazilian subsidiary who, independently and spontaneously, described what they had witnessed inside the company.
From this point forward, the chronology of my story enters a new phase.
We are no longer talking only about personal testimonies.
We are now talking about documents produced by public authorities and independent third parties in the course of performing their official duties.
The first document was provided to me by the Public Prosecutor's Office of the State of Mato Grosso.
It contains an official letter sent by Brasil Telecom (TELEMAT) to the State Department of Finance, stating that, since April 2000, all of the company's fuel purchases had been made directly from retail service stations, with no direct purchases from fuel distributors.
This document became one of the pieces of evidence used by the Public Prosecutor's Office during the investigation conducted within the scope of the GAECO (Special Task Force for Combating Organized Crime) investigation.
Shortly thereafter, Public Prosecutor Ana Cristina Bardusco Silva filed a petition before the Criminal Court of Cuiabá, stating that the investigation concerned the issuance of tax invoices intended to simulate fuel sales and specifically noted that the transactions involving TELEMAT did not actually exist.
The same filing also describes the allegations directed against AGIP's Regional Manager in Cuiabá at the time, as well as other individuals connected to the local fuel distribution market.
A third document, prepared by one of AGIP's own fuel retailers only a few days after my dismissal, reveals another important aspect.
In the lawsuit filed before the court, the plaintiff states that AGIP was already undergoing an internal audit, monitored by the State Department of Finance and the Public Prosecutor's Office, due to the existence of numerous tax invoices issued without the corresponding delivery of fuel to the customers identified in those invoices, expressly mentioning TELEMAT as one of the examples.
These three documents were produced by different people, at different times, and for completely independent purposes.
None of them was written by me.
Yet, when examined together, they help reconstruct the factual context that existed in the fuel distribution market in the State of Mato Grosso in 2001.
That is precisely why, twenty-five years later, I continue to advocate only one measure:
